Preparing a Proposal Budget

Grant/contract budgets are the financial expression of a project's scope of work. The budgets related to externally funded projects must be a reasonable reflection of the costs necessary to carry out the scope of work successfully. Care must be taken to incorporate sufficient levels of funding to cover all activities to ensure full cost recovery.

Additionally, budgets must be prepared in the manner requested by the sponsor and in compliance with the cost accounting standards of OMB A-21 and sponsor terms and conditions.

The procedures provided in the Budget Procedures document should serve as a guide to developing proposals to external sponsors. Use the standard budget Budget Template (XLS) on our Forms page, under Proposal Development, for preparing and documenting your proposed budget.
