Procedures for the Solicitation of External Funds

Application and Review Process

There are two methods for seeking approval to solicit external funds:

  1. The need can be included as part of the annual funding plan
  2. If not in the plan, faculty, staff or students seeking to solicit public or private external funds to support the work of the university shall complete a concept paper

The concept paper shall contain a concise description of the proposed project using the Fund Solicitation Concept Form (all forms are available on the Forms page).

The Funds Solicitation Concept Form shall be approved by the institute director, dean, AVP or Vice President as appropriate.

The concept shall be reviewed for compatibility and alignment with the CSUMB vision and project evaluation.

When the concept paper has been fully approved, it shall be forwarded to G&C or UAm dependent upon funding source.

Proposal Development Process

Approved Fund Solicitation Concept papers or the annual funding plan need to be developed into proposals through the following process:

  • Proposals soliciting public funds shall be forwarded to G&C
  • G&C shall provide assistance in developing the proposal and the budget and assistance in obtaining the appropriate authority to submit the proposal to the prospective funding source
  • Proposals soliciting private funds shall be forwarded to UA for approval, proposal development, and coordination of funding sources
  • G&C shall assist with the budget development
  • The Gift Acceptance Form must be included in the proposal when gifts of equipment of in-kind support are solicited
  • Proposals soliciting both public and private funds shall be jointly developed through G&C and UA

Project Grant Post-award Management

G&C shall be responsible for post-award management of project grants. Please see the Post-Award section of this website for further information.

Acknowledgment

The Vice President for UA shall provide formal acknowledgment of private gifts including appropriate tax notification to donors, donor recognition publicity, and the ongoing stewardship of donors to encourage future gifts. Copies of all grant checks and receipts for private funds shall be sent to the office of the Vice President for UA to provide necessary information to support acknowledgment.

Definitions

Private sources shall be defined as those individuals, businesses, foundations and other private entities that may donate or grant funds, real and personal property, or services to institutions for unrestricted or restricted purposes.

Public sources shall be defined as those local, state, or federal government or agencies authorized to grant funds to institutions for research, program development, or services.
